긴급진단! 공립미술관 건립 붐

인구는 줄어드는데, 미술관은 늘어난다. 월간미술 편집부가 확인한 개관 예정 공립미술관만 16곳이다. 이 밖에도 여러 지역에서 건립을 논의하고 있다. 지역소멸을 걱정하는 지금, 왜 전국 곳곳에 이토록 많은 미술관이 지어질까?

기대는 분명하다. 문화체육관광부의 「제3차 박물관 및 미술관 진흥 기본계획(2024~2028)」은 ‘지역을 살리는 지역 박물관· 미술관 확충’을 핵심 과제로 내걸었다. 그러나 확충이 곧 지역을 살리는 일이 되지는 않는다. 착공식과 개관식은 하루면 끝나지만, 미술관은 그 뒤로 수십 년을 지역과 함께 해야 한다. 현재 지어지는 미술관들은 그 시간을 감당할 준비를 하고 있는가.

이번 특집은 그 질문에서 출발했다. 2021년부터 2030년 사이 개관했거나 개관할 공립미술관을 대상으로 건립과 개관 준비 과정을 조사했다. 그 과정에서 확인한 주요 과제를 다섯 가지 쟁점으로 나눠 구체적인 사례를 살피고, 미술관을 짓고 이끌어 온 전·현직 관장 기혜경 김성연 김성희 이지호의 경험과 제언을 함께 담았다. 마지막으로 30년 뒤의 미술관을 감히 상상해 본다. 인구 분포도, 지역의 모습도, 예술을 향유하는 방식도 달라질 그때, 미술관은 어떤 역할을 맡게 될까. 지금 우리가 짓는 미술관은 30년 뒤의 지역과 다음 세대가 물려받는다. 오늘의 변화 속에 미술관의 미래를 좌우할 선택들이 담겨 있다.

Urgent: Analysis of The Public Art Museum Construction Boom

While South Korea’s resident registration population has declined for six consecutive years, the number of art museums continues to grow. As of January 2025, there are 80 public art museums nationwide; the editorial team alone has identified at least 16 more public art museums scheduled to open—a figure equivalent to roughly 20% of the existing total. Furthermore, discussions about establishing new museums are underway in several other regions. At a time when regional depopulation is a pressing concern, why are so many art museums being built across the country?

The Ministry of Culture, Sports and Tourism’s Third Basic Plan for the Promotion of Museums and Art Galleries (2024~2028) identifies “expanding regional museums and art galleries to revitalize local communities” as a key objective. However, moving from merely building an art museum to actually achieving that objective requires careful scrutiny. Can the future of an art museum be guaranteed solely by eye-catching architecture and a grand inaugural exhibition? We must first ask: for whom is this museum needed? What local assets will it research and preserve? And does it have the professional staff and sustainable operating conditions necessary to fulfill these roles? We need criteria for evaluating new museums that go beyond simply welcoming their establishment or expressing concern about it.

This special feature examines the current state of public art museums under construction or preparing to open across the country, taking a close look at where administrative and architectural timelines clash with the museums’ institutional readiness. Bringing together case studies with five contentious issues and insights from four experts, we highlight the conditions and challenges that need to be examined during the development process. Before rushing to celebrate upcoming openings, it is time to rigorously evaluate what kinds of art museums are, and should be, actually being built.
